Extracts addr, ifindex and spec_dst from IP_PKTINFO ancillary data.

IP_PKTINFO is not standard.

Supported platform: GNU/Linux

ancdata = Socket::AncillaryData.ip_pktinfo(addr, ifindex, spec_dest)
